What happened: ARTBA urged opposition to the Protecting the Right to Organize (PRO) Act in a March 9 letter to House members. The bill would strengthen organized labor by expanding picketing laws, making it easier for employees to unionize, and increasing Unfair Labor Practice penalties for employers.
Why it matters: Enactment of the PRO Act could hinder progress on transportation construction projects due to disruption on job sites and the cost of delays.
ARTBA’s take: The bill is unlikely to meet the 60-vote threshold required in the Senate. ARTBA will continue advocating against the legislation, as provisions in the PRO Act, while unlikely, could make their way into other legislation.
