President Donald Trump wants to reduce environmental review delays so transportation improvement projects can help bolster the nation’s economic recovery from the COVID-19 pandemic.
In a June 4 executive order, Trump directed the U.S. Department of Transportation to use “all relevant emergency and other authorities to expedite work on, and completion of, all authorized and appropriated highway and other infrastructure projects.”
The order includes regulatory flexibility granted during national emergency in the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), and Clean Water Act (CWA). Similar authority is also extended to the U.S. Army Corps of Engineers’ projects, and to work on federal lands.
ARTBA will encourage the Trump administration to leverage this order and its earlier deregulatory actions that help the transportation design and construction industry revitalize the U.S. economy.
