The Office of Management and Budget Feb. 26 released “One Federal Decision” guidance for states making National Environmental Policy Act (NEPA) reviews on transportation projects.
A 2017 executive order consolidated all permitting decisions for major projects under one federal “lead” agency and set a two-year average for completing NEPA reviews. The new guidance memorandum directs states participating in the NEPA delegation program to establish timetables for permitting decisions, processes for resolving problems, and procedures to develop a single environmental impact statement and one record of decision for each project.
ARTBA supports both the “One Federal Decision” effort and NEPA delegation program as effective means for reducing unnecessary project delay.
