An election cycle that consistently proved the professional political establishment wrong saved its biggest surprise for last with the election of Donald Trump as the 45th President of the United States and Republicans retaining control of the House and Senate. Although Democrats will still be able to use the Senate’s parliamentary rules to block legislation, President-elect Trump and Congressional Republicans will now have the opportunity to advance their shared agenda. While infrastructure was featured as a major priority in the Trump campaign, GOP leaders in the House and Senate have not echoed similar themes and it remains to be seen how the two sides will manage this issue going forward.
