In recent years the Federal Highway Administration and some state DOTs have been exploring the concept of performance-based pre-qualification for contractors. Under such a system, a DOT utilizes a given set of factors to evaluate a contractor’s ability to complete a specific project beyond just a contractor’s financial capacity to do so.
Given the interest in this idea by public agencies, ARTBA is conducting a short survey on the topic to better understand contractors’ thoughts and concerns. Start the survey.
