Nick Goldstein, vice president of regulatory affairs & assistant general counsel, ARTBA
ARTBA and more than 300 other national associations May 6 urged congressional support for legislation that attempts to streamline the project delivery process for non-transportation construction projects. Senate Bill 280 is known as the “Federal Permitting Improvement Act of 2015.”
Specifically, S. 280 would incorporate limits on lawsuits and deadlines for federal permit decisions similar to what have been put in place for federal-aid transportation projects. The measure is currently awaiting a vote before the Senate Committee on Homeland Security and Government Affairs. Read the coalition letter.
ARTBA Chairman Nick Ivanoff testified before the House Judiciary Committee nearly two years ago on an earlier version of the legislation and explained achieving regulatory reforms in the transportation project and review approval process—which the proposed legislation seeks to emulate—had been a 15 year evolution.
