ARTBA—as part of a coalition of 46 industry trade associations—November 19 urged members of the Senate Committee on Appropriations to use the annual appropriations process that provides funding for the U.S. Environmental Protection Agency (EPA) and Army Corps of Engineers (Crops) to block a proposed rule from the agencies that would extend federal wetlands jurisdiction to non-navigable bodies of water, including roadside ditches.  ARTBA has consistently opposed such proposals in the legal, legislative and regulatory arenas, due to the unnecessary delay additional permitting would cause transportation improvements without gaining any discernable environmental benefits.  The association also noted subjecting roadside ditches to federal permitting requirements could be self-defeating, as it could make ditch maintenance cost prohibitive and preclude timely actions to prevent roadside flooding-related safety hazards. Read the coalition letter.
