The Commonwealth of Virginia September 19 released the latest draft version of its Implementation Manual and Guidelines for the state’s Public-Private Transportation Act of 1995 (Draft Manual).  It provides a project delivery framework for public-private partnership (P3) projects.  The dual focuses of this latest version of the Draft Manual are increased opportunities for public involvement and a stronger role for agency oversight boards at critical decision points in the delivery process.  Recognizing Virginia’s status as a leader in the delivery of P3 projects, ARTBA August 19 submitted comments regarding the Draft Manual.  The association expressed support for the increased opportunities for public engagement outlined in the manual.  ARTBA also addressed various other policy areas, including disclosure of information, potential politicization of final project approval, and greater clarification on the time frame for unsolicited P3 project proposals.  Comments are still being accepted and the Virginia Department of Transportation will be discussing the manual at an October 15 Commonwealth Transportation Board meeting in Richmond, Va.  Read ARTBA’s comments.
