ARTBA Vice President of Regulatory and Legal Issues Nick Goldstein faced off with the legislative director for the Natural Resources Defense Council (NRDC) in an April 12 podcast about whether or not more should be done to reduce delays in the environmental review and approval process for transportation infrastructure projects.

The NRDC’s Scott Slesinger opposed further permitting reform because not all measures from past surface transportation reauthorization laws have been enacted or put to use. Goldstein argued that while more work remains to be done implementing existing reforms, many of the ideas in the Trump administration’s infrastructure proposal, such as eliminating duplicative reviews and consolidating agency decision-making, would further improve the delivery process.

Goldstein and Slesinger agreed on the need to stabilize the Highway Trust Fund so that permitting reforms can have the most impact.
