Federal hours of service regulations to address long-haul trucker fatigue should not apply to transportation construction drivers, whose road time is usually limited by project geography, ARTBA has told the U.S. Department of Transportation.
Over-application of hours of service rules increases the cost of transportation projects by disrupting materials delivery and efficient worker schedules. That’s a particular problem when public agencies and motorists expect transportation projects to be completed as quickly, and as inexpensively, as possible.
ARTBA’s Aug. 9 comments were made as part of a submission supporting an exemption for the Pipe Line Contractors Association. ARTBA also noted multiple other groups had been exempted from the regulatory requirements, including fireworks shippers. Rather than exempting one segment of commerce at a time, ARTBA has long held that all transportation construction drivers should not be subject to the rule.
